Neal McCarthy leads the ICT4D team at Oxfam America: supporting humanitarian, development and campaign teams in the adoption of technology in the service of program objectives, with the goal of increasing efficiency and amplifying impact. He espouses a rights-based approach to information systems: that staff, partners and participants have a right to the digital tools and connectivity that they need to do their work.
Neal has worked with Oxfam in Canada and the USA since 2009. Previously, Neal worked with Amnesty International Ireland and with GOAL in Ireland and Sudan. Prior to his non-profit career, he worked for 10 years in the financial services and marketing sectors. He has a BSc in Computer Systems from the University of Limerick, and an MSc in Development Studies from University College Dublin.
