Embracing Change for Collective Impact. This year’s Summit theme reflects our optimism for the future and our recognition of the rapid change happening in our sector and in technology. True to NetHope’s legacy, our collaboration to explore, understand, and chart a course  to help our sector use technology well is key to achieving our respective missions.  With a renewed focus on working together, we can fully realize the promise of technology to impact our work, our organizations and our world.

Emergency Telecommunications Cluster (ETC)

The Emergency Telecommunications Cluster (ETC) is a global network of organizations that work together to provide shared communications services in humanitarian emergencies. Within 48 hours of a disaster, the ETC provides vital security communications services and voice and internet connectivity to assist humanitarian workers in their life-saving operations. Within four weeks, ETC services are expanded for continued emergency relief.

 The ETC is mandated to:

  • Provide timely, predictable and effective data and security communications services
  • Provide standard interoperable information and communications technology (ICT) platforms and procedures to avoid duplication and ensure cost effective solutions
  • Ensure a smooth transition to post-emergency activities
  • Build in-country capacity

Currently in the tactical planning phase, the ETC 2020 Vision will see the cluster evolve to enable vital communications to all those responding to emergencies by 2020.
